2. Fellowship FundingEligibility and Principles for Scholarship Award and Disbursement

2.1. Fellowship Funding

The Postdoctoral Fellowship includes:

- Living allowance: VND 96,000,000, corresponding to a minimum research period of 12 months.

- Publication Achievement Incentive (if applicable): up to VND 50,000,000 for scientific publications other than those registered as the minimum publication requirement of the Postdoctoral Researcher, where the Postdoctoral Researcher is the first author and/or corresponding author. The amount of the Publication Achievement Incentive shall be proposed by the managing Faculty/Institute based on the publication ranking recognized by TDTU.

2.2. Eligibility and Principles for Fellowship Award

- Based on the number of applications received, the Fellowship Council shall evaluate and rank eligible candidates in descending order of priority until the allocated fellowship budget is exhausted. In the event that multiple candidates meet the same eligibility criteria, priority shall be given based on scientific research achievements, followed by former TDTU doctoral students, graduate students, and undergraduate students. If candidates meet all of the same primary and secondary criteria, the Scholarship Council shall consider and make the final decision.

2.3. Principles for Fellowship Disbursement

- Scientific publications must fully comply with the TDTU's current regulations on scientific publications and must have a publication date (published) or a full-text online publication date (first online) falling within the period in which the Postdoctoral Researcher fulfills their obligations.

- Scientific publications registered as the Postdoctoral Researcher's minimum publication requirement shall not be used to qualify for the Publication Achievement Incentive, even if such publications have a higher ranking or the Postdoctoral Researcher holds a more significant authorship role. Such publications shall also not be used for acceptance or payment of the regular obligations or other research tasks of the supervisor or other TDTU-affiliated individuals, or for awarding fellowships to other students at TDTU.

- Scientific publications submitted for consideration for the Publication Achievement Incentive must be reviewed and verified through TDTU's publication recognition process and concluded by the relevant Council as “Passed.” Such publications shall not be used for acceptance or payment of the supervisor's regular, concurrent, or other research obligations, or those of other TDTU-affiliated individuals, nor for awarding financial support to other Postdoctoral Researchers or students at TDTU.

- The living allowance shall be disbursed every three months based on the periodic research progress report, duly certified and accompanied by supporting evidence. The final installment shall be disbursed only after the Postdoctoral Researcher has fully completed all obligations specified in the research plan and the Postdoctoral Researcher's commitment to fulfill their obligations. No living allowance shall be provided during any extension period.

- The Publication Achievement Incentive shall be considered after the Postdoctoral Researcher has fulfilled the minimum obligations. The managing Faculty/Institute shall submit a proposal to the Fellowship Council for evaluation and consideration, which shall then submit the proposal to the Rector for approval. Each scientific publication may be used to qualify for the Publication Achievement Incentive only once. The total Publication Achievement Incentive shall not exceed VND 50,000,000 per Postdoctoral Researcher per fellowship program.

- The fellowship shall be disbursed by bank transfer to the Postdoctoral Researcher's bank account. For foreign Postdoctoral Researchers, the receiving account must be a VND-denominated payment account opened at a bank legally operating in Vietnam. Settlement, tax obligations (if any), and supporting documentation shall comply with applicable financial regulations.
